Oil is $100 a barrel why don’t we drill and cash in?

At $100 a barrel why aren’t we drilling everwhere? Land, Sea, ANWR? Talk about a jobs bill that would cost taxpayers nothing and put thousands to work not to mention generate billions of dollars.
